Govt Introduces Zero-Exclusion Policy for Pregnant Pupils and Child Brides
The Government has directed schools across Zimbabwe to immediately readmit pregnant learners and victims of child marriage as part of efforts to reduce school dropouts among minors.
Speaking during a recent Question-and-Answer session in the National Assembly, Deputy Minister of Primary and Secondary Education Angeline Gata said schools are now required to implement a zero-exclusion policy aimed at ensuring no child is denied access to education because of pregnancy or marriage.

Schools Ordered to Remain Open to All Learners
Gata said Circular Number 18 of 2024 provides clear guidance compelling schools to create safe, accessible and supportive learning environments for all children, including teenage mothers and married learners.
She stressed that the Government would not allow early pregnancies or illegal child marriages to permanently disrupt the education of young girls.
“The Ministry’s policy is clear that schools must remain open, accessible, and friendly environments for all children, including those who become pregnant or marry while enrolled,” she said.
Flexible Learning Conditions Introduced
The deputy minister revealed that schools have also been instructed to provide flexible learning arrangements for nursing teenage mothers.
Under the policy, young mothers will be allowed conditions that enable them to breastfeed and care for their babies while continuing with their studies.
Government believes the move will help reduce the number of girls abandoning school due to pregnancy and childcare responsibilities.
Counselling Committees to Support Learners
Gata said school Guidance and Counselling Committees have been tasked with conducting regular counselling sessions for affected learners and fellow pupils.
The initiative is intended to protect pregnant learners and teenage mothers from stigma, discrimination and negative stereotyping within schools.
Authorities say the measures form part of broader efforts to safeguard children’s right to education and promote inclusivity in the country’s education system.
