Harare City Councillor Blessing Duma is embroiled in yet another corruption scandal, this time involving corrupt land deals in Zimbabwe’s capital.

The municipal representative, who previously faced investigation by anti-corruption authorities, is now accused of pressuring city officials to approve irregular residential stand allocations.

This isn’t the first time Duma has been linked to property-related controversies. The Zimbabwe Anti-Corruption Commission previously investigated the councillor for alleged extortion activities, establishing a pattern of questionable conduct in land management affairs.

Harare City Councillor Accused Of Corrupt Land Deals

Council documents reveal that Duma, serving as audit committee chairperson, allegedly intimidated housing director Admore Nhekairo into authorising two unapproved residential stands in Mabelreign’s upscale neighbourhood. The properties were reportedly designated for Walter Chigwereva and Danai Dzawanda without proper municipal procedures.

Insiders suggest Duma operates as part of an organised network that is exploiting Harare’s housing shortages.

“The councillor appears to be fronting for powerful property syndicates targeting municipal lands,” revealed a senior council official speaking anonymously. “These groups have illegally occupied multiple sites in Mabvuku and Tafara, even encroaching on burial grounds and community recreational spaces.”

Harare Mayor Warns Councillors To Stay Away From Corrupt Deals

Harare Mayor Jacob Mafume recently cautioned elected officials against involvement in questionable activities.

“Council members must maintain ethical standards,” Mafume stated. “Our responsibility is ensuring equitable urban development, not facilitating backdoor property deals.”

Newsday’s attempts to obtain a comment from Councillor Duma proved unsuccessful, with multiple calls to his mobile phone going unanswered.
