Arlington Estate Under ZIMRA Spotlight As Taxman Demands Homeowner, Tenant Details
The Zimbabwe Revenue Authority (ZIMRA) has turned its attention to Harare’s upmarket Arlington Estate, demanding detailed information on homeowners and tenants as it steps up its tax compliance drive.
The tax authority has approached the Arlington Estate Homeowners Association for information covering properties across the gated residential development.
The request includes the names and contact details of homeowners, as well as information on tenants occupying properties within the estate.
The development was brought to residents’ attention through a notice issued by the Arlington Estate Homeowners Association on Monday, September 7.

ZIMRA Invokes Income Tax Act
ZIMRA’s request is being made under Section 39 of the Income Tax Act [Chapter 23:06].
The provision empowers the Commissioner to require information considered necessary for administering the Income Tax Act.
The latest move places property ownership and occupancy details at the centre of the authority’s information-gathering efforts.
Association Engages Tax Authority
The homeowners’ association said it is engaging ZIMRA over the request before providing the information.
It wants to ensure that any details handed over to the tax authority are supplied in accordance with the law and applicable requirements.
Residents have meanwhile been asked to ensure that their property and occupancy records are accurate and up to date.
This includes providing relevant information to the association where it is required to respond to ZIMRA’s request.
Privacy Also On The Agenda
The association said it is balancing its obligations to ZIMRA with the need to protect homeowners’ interests and privacy.
It said appropriate measures were being taken to ensure that information supplied to the tax authority is handled within the applicable legal framework.
The request comes as ZIMRA continues to strengthen tax compliance and its access to information that can assist in administering the country’s tax laws.
