Position Overview

UNDP Zimbabwe is hiring a Monitoring and Evaluation Analyst. The Monitoring and Evaluation (M&E) Analyst will play a critical role under the guidance and supervision of the Programme Management Support Unit (PMSU) Team Leader. The Analyst will support the effective implementation of the M&E policy, ensuring that monitoring and evaluation activities are credible, systematic, and aligned with the Country Programme and project objectives.

Background

In collaboration with the Government of Zimbabwe, UNDP is implementing a five-year Country Programme Document (CPD) for 2022–2026. UNDP Zimbabwe’s programme focuses on three key thematic areas:

  1. Transformative Governance

  2. Prosperity

  3. Nature, Climate, and Energy

  4. Global Fund: Health Service Delivery

The CPD aims to strengthen national capacities, foster citizen engagement in democratic processes, enhance access to knowledge and technology for income generation, and ensure sustainable development outcomes.

Duties and Responsibilities

1. Support Monitoring and Evaluation Frameworks and Systems:

  • Contribute to the development of monitoring and evaluation frameworks and tools in line with corporate standards.

  • Assist in promoting quality assurance/control and capacity development within the Country Office.

  • Act as the focal person for Social and Environmental Standards (SES) and the Stakeholder Response Mechanism (SRM).

  • Monitor the utilization of programme resources to ensure cost-effectiveness.

  • Support the collection, synthesis, and reporting of office, regional, and global indicators.

2. Support Monitoring, Reporting, Evaluation, and Results-Based Management:

  • Facilitate the development and review of real-time monitoring initiatives.

  • Assist in preparing quarterly, mid-term, and annual work plan reviews.

  • Document best practices, lessons learned, and success stories.

  • Support internal reporting through the production of monthly, quarterly, and annual reports.

  • Organize and conduct field monitoring visits and ensure timely reporting.

  • Maintain and update the CPD dashboard for UNDP Zimbabwe.

3. Capacity Building and Knowledge Sharing:

  • Support capacity building efforts in M&E and Results-Based Management within the Country Office and among partners.

  • Assist Programme Managers with compliance in reporting to funding partners.

  • Participate in M&E communities of practice to stay abreast of new tools, methodologies, and standards.

Institutional Arrangement

The Monitoring and Evaluation Analyst will be supervised by the PMSU Team Leader and will report to the Deputy Resident Representative – Programme.

Required Skills and Experience

Education:

  • Master’s Degree in Evaluation, Economics, Public/Business Administration, Social Sciences, Statistics, Technology, or related fields.
    OR

  • Bachelor’s Degree with an additional two years of relevant experience.

Experience:

  • At least two (2) years of relevant professional experience with a Master’s Degree or four (4) years with a Bachelor’s Degree.

  • Experience in designing and implementing results measurement systems.

  • Proficiency in both qualitative and quantitative research methodologies.

  • Demonstrated ability to extract strategic insights from data for decision-making.

  • Experience working with international organizations, governments, donors, NGOs, and civil society.

Desired Skills:

  • Expertise in information analysis and report writing.

  • Knowledge of Monitoring & Evaluation system design.

  • Ability to present data creatively using computer software and data processing tools.

  • Experience monitoring projects using a market systems development approach.

  • Familiarity with innovation and technology in inclusive finance.

  • Ability to deliver training on results measurement systems.

Languages:

  • Fluency in English and either Shona or Ndebele is required.
