Helliate Rushwaya named Zimbabwe’s new ambassador to Rwanda

Zimbabwe Broadcasting Corporation (ZBC) chairperson Helliate Rushwaya is poised for a new diplomatic role as Zimbabwe’s ambassador to Rwanda.

She will replace Charity Manyeruke, a former University of Zimbabwe lecturer, following a major shake-up of the country’s diplomatic service.

President Emmerson Mnangagwa ordered the changes as his administration seeks a fresh approach to Zimbabwe’s international relations.

Rwanda Confirms Helliate Rushwaya’s Ambassadorial Appointment

ZimLive reported in August that Mnangagwa had recalled almost all Zimbabwean ambassadors. Some diplomats face permanent recall, while others could receive new assignments.

Rushwaya has become the first incoming ambassador whose appointment has been publicly confirmed by a receiving country.

Following Tuesday’s cabinet meeting, Rwanda announced: “Cabinet granted agreement to the proposed ambassadors as follows: Ms Helliate Rushwaya, ambassador extraordinary and plenipotentiary of the Republic of Zimbabwe to the Republic of Rwanda, with residence in Kigali.”

Host countries must approve ambassadorial nominees before they can officially take up their positions. Consequently, governments generally announce appointments after receiving the necessary consent.

Meanwhile, Zimbabwe’s ambassadors to the United Nations and the United States are expected to remain in their positions. Approximately four other diplomats will also retain their current postings.

Mnangagwa Targets Wider Diplomatic Changes

Around 21 Zimbabwean diplomats could face recall or reassignment under the planned changes. They reportedly include the country’s ambassador to the United Kingdom, retired army colonel Christian Katsande.

Other figures understood to be under consideration for diplomatic postings include retired Lieutenant General Engelbert Rugeje. Former ministers Miriam Chikukwa and Mike Bimha have also reportedly emerged as potential candidates.

The reshuffle comes as Mnangagwa pushes diplomats to prioritise economic diplomacy. His administration wants foreign missions to promote tourism, attract investment and expand trade opportunities.

Additionally, the president wants diplomats to help end Zimbabwe’s international isolation.

Mnangagwa has reportedly told his aides that some diplomats have delivered disappointing results. He also believes others have remained in the same foreign postings for too long.

The planned changes could therefore reshape Zimbabwe’s diplomatic representation across several key international destinations.
