New details have emerged suggesting the referee in the abandoned PSL clash between Scottland FC and Chicken Inn may have tried to manipulate the match in favour of Khama Billiat’s team.
The game was called off dramatically during the final minutes after the referee awarded a controversial penalty to Scottland while the score was still 0–0. The decision triggered angry protests from Chicken Inn players, who confronted the referee, leading to chaos that forced the match to be suspended for safety reasons.

It has now come to light that referee Quedsen Dirwai allegedly tried to go a step further by shifting the penalty kick to the opposite end of the pitch — a move that goes against Premier Soccer League rules.
According to a local publication, Scottland were attacking the City End when fans in that section began throwing missiles onto the pitch in protest. In response, Dirwai reportedly attempted to move the penalty to the Mbare End — something PSL regulations do not allow. The rule reads:
“A a referee cannot typically shift a penalty kick from one goal end to the other. A penalty kick is awarded for a foul within the penalty area and is taken from the designated penalty spot, which is located equidistant between the goal posts.”
This attempt to relocate the penalty, combined with the questionable decision itself, has raised serious concerns about the referee’s conduct.
The Premier Soccer League has confirmed that it is awaiting full reports before deciding on the next steps.
“We await the Match Commissioner and Referees’ reports on this matter for determination in accordance with the PSL Rules and Regulations. Furthermore, both Clubs will be requested to submit written reports on the events that transpired,” the PSL stated.
