Assignment Description

As a Development Communication Specialist, you will be based in Harare and report directly to the Regional Director of UNESCO-ROSA. You will spearhead communication strategies that enhance the visibility and impact of UNESCO’s work across Southern Africa. Your work will engage diverse stakeholders, strengthen partnerships, support resource mobilization, and advance the 2030 Agenda for Sustainable Development, particularly SDG 17 on partnerships.

Overview of the Host Entity and Mission Context

The UNESCO Regional Office for Southern Africa (UNESCO-ROSA), based in Harare, Zimbabwe, is a central hub supporting nine countries Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Africa, Zambia, and Zimbabwe. Established in 1986 and restructured in 2014, the office plays a strategic role in advancing UNESCO’s mandates in education, the sciences, culture, and communication.

Acting as the liaison between UNESCO and regional bodies such as the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA), UNESCO-ROSA focuses on fostering inclusive and equitable development. Its mission encompasses enhancing access to quality education, preserving cultural heritage, advancing scientific research, and promoting digital innovation all underpinned by commitments to gender equality, youth engagement, and sustainable development.

Main Responsibilities and Deliverables of UNESCO-ROSA’s Development Communication Specialist

1. Development Advocacy and Programme Communications

  • Lead the design and implementation of an integrated communication strategy for UNESCO ROSA.

  • Collaborate with programme units to co-develop campaigns aligned with strategic goals.

  • Produce and publish high-quality content across web and social media platforms.

  • Monitor media coverage and communication KPIs, ensuring gender equality and impact measurement.

  • Collaborate with UN Communications Groups to amplify UNESCO’s role within the UN Sustainable Development Cooperation Framework (UNSDCF).

2. Partnership and Media Relations

  • Map and engage the regional media landscape to strengthen coverage of UNESCO’s initiatives.

  • Organize and support media engagement activities including press events, interviews, and campaigns.

  • Develop partnerships with governments, civil society, influencers, and the private sector to promote SDG-related work.

  • Ensure regular content exchange and coordination with partners, contractors, and media stakeholders.

3. Digital Communications and Carbon Reduction

  • Maintain and update digital platforms including the ROSA website and social media channels (Facebook, X, Instagram, LinkedIn, YouTube).

  • Develop multimedia materials such as podcasts, videos, and infographics.

  • Monitor digital performance using analytical tools and dashboards.

  • Implement eco-friendly communication practices with a shift toward paperless outputs.

4. Capacity Building and Team Coordination

  • Establish and coordinate the ROSA Development Communicators Group.

  • Train internal staff on communication tools, IT security, and digital engagement best practices.

  • Initiate a virtual UN Volunteer programme to support online communication and M&E.

5. Branding, Quality Control, and Administration

  • Ensure all content adheres to UNESCO’s branding and editorial guidelines.

  • Provide quality assurance for publications and media content developed by programme teams.

  • Conduct administrative tasks including procurement, correspondence, and coordination with service providers.

  • Monitor external websites (UNCT, partners) for accurate representation of UNESCO content and identity.

Eligibility and Competencies

Required Experience and Qualifications

  • Minimum of 7 years of professional experience in development communication or related field.

  • Master’s degree in Development Communication, Development Studies, Graphic Design, International Relations, or a related field.

  • Strong writing and editorial skills with a proven ability to craft high-impact narratives.

  • Proficiency in Adobe Creative Suite (Photoshop, InDesign, Illustrator, Premiere Pro).

  • Competence in HTML/CSS, CMS management, UX design, and web accessibility standards (WCAG).

  • Fluent in English, with excellent interpersonal and cross-cultural collaboration skills.
