ZRP reveals that more than 20 000 motorists were caught violating traffic light regulations by ETMS
More than 20 000 motorists in Harare and Bulawayo have been caught violating traffic light regulations, according to the Zimbabwe Republic Police (ZRP). The violations were recorded through the new Electronic Traffic Management System (ETMS), and police say crack teams have been deployed to hunt down those who haven’t complied.
“It is disturbing that only 95 motorists came forward for the law to take its course. We have set up crack teams to track and follow up on the errant motorists throughout the country,” National police spokesperson Commissioner Paul Nyathi told The Herald.
Names to be released in batches
Police have already named nearly 300 alleged offenders, but only a handful have responded. Authorities say they will be releasing more names in stages.
“The police will effect arrests and impound offending vehicles,” Comm Nyathi warned.
In Harare, several individuals and companies linked to the violations have been named. In Bulawayo, the focus is currently on capturing vehicle registration numbers, with an upgrade to the system planned.
Over 20 000 violations recorded
The ETMS, which uses high-tech surveillance to monitor traffic compliance, has recorded over 20 000 vehicles breaking traffic light laws. Many of these motorists are now being traced by the authorities.
“We are urging all motorists and institutions to come forward if their vehicles are listed. They should report to the nearest police station,” Comm Nyathi said.

Public-private partnership to improve road safety
The ETMS project is part of a broader push to make roads safer and encourage compliance. The Government partnered with Vitronic Machine Vision Middle East, a company based in Dubai, under a public-private partnership.
The initial investment of US$80 million (about R1.48 billion) is intended to tackle road infractions using advanced technology. The ZRP says no one will be spared, regardless of social standing or connections.
“This is a national operation. We want road users to take responsibility and stop flouting traffic laws,”
said Comm Nyathi.
Police say they will continue to publish names of non-compliant motorists until the issue is resolved. The operation comes at a time when Zimbabwe is witnessing a spike in fatal road accidents.
