Fadzayi Mahere Questions Why Chivayo Earns More Than Health Ministry
Prominent opposition politician and advocate Fadzayi Mahere has raised alarm over what she described as a grossly disproportionate government allocation — revealing that businessman Wicknell Chivayo is set to receive US$109.3 million (approximately R1.95 billion) annually from a government contract, while the entire Ministry of Health and Child Care has been allocated just US$44 million (roughly R790 million) for the 2025 fiscal year.
Mahere posted the claims on her verified X (formerly Twitter) account on 18 June 2025, stating that the information came from the leaked contents of a contract between the Zimbabwean government and TTM Global Medical Exports (Pty) Ltd, a company reportedly owned solely by Chivayo.
“
The Ministry of Health was allocated a measly US$44 million from @ZimTreasury in the 2025 National Budget.
Wicknel’s company was allegedly awarded a US$400 million cancer equipment contract.
In terms of clause 3.49 of Wicknel’s alleged contract, he was to be paid US$52,5 million in advance (before any performance or delivery). This advance payment already exceeds the National Budget.
The contract further states that Wicknel is to be paid US$109,320,600.00 annually. His annual payment is more than double the entire budget of the Ministry of Health.”
She ended her post with a pointed statement:
“It’s a mess. We need new leaders.”

US$439 Million Deal Details Surface
The alleged contract with TTM Global Medical Exports (Pty) Ltd, a South African registered company, reportedly totals US$439 million (about R7.9 billion). According to online documents reviewed by multiple outlets, the payment structure includes:
-
Upfront payment of US$52.5 million (R940 million) made in March 2025
-
Twelve equal monthly instalments of US$9,110,050 (around R163 million each) from April 2025 to March 2026, totalling US$109,320,600 (R1.95 billion) annually
-
Contract duration: 4 years, with the same payment structure each year until March 2029
This payment is intended for the supply of cancer treatment equipment, including radiotherapy machines, chemotherapy delivery systems, and imaging equipment. However, Mahere and others have raised questions about the legitimacy and transparency of the deal.
“
The alleged contract is with TTM Global Medical Exports (Pty) Ltd, a company where Wicknel Chivayo is the sole director according to a companies search.
The company is only 7 months old and has no discernible track record.
Its registered office is a hotel suite in Sandton, South Africa.
There was no transparent tender process.”
She also warned of the risks of prepayment without delivery, referencing past controversies:
“There’s a risk that it will be paid but nothing will be delivered, a la Gwanda Solar Project.”
Chivayo Responds to Outrage
On 18 June 2025, Chivayo responded via his own verified X account, where he appeared to confirm knowledge of the public backlash. However, he dismissed the leaked contract as “fake” and “unsigned”, calling the outrage a politically motivated attempt to tarnish his name.
Introducing his post in Shona, he said:
“Ini ndiri ku HOLIDAY hangu musandi nyangadze please…”
(“I am on holiday, please don’t disturb me…”)
He continued:
“For a whole group of opposition outfits to team up and make noise about an unsigned FAKE document is an embarrassing desperation for political relevance… Please put some respect to my name, when I said I’m on track to be a BILLIONAIRE by vision 2030.”
Chivayo also targeted Mahere and legal professionals who questioned the deal’s legality, writing:
“Try to PRETEND understanding the basics of LAW that an unsigned contract is not worth the paper it’s printed on. I thought lawyers argue FACTS backed by concrete EVIDENCE.”
He concluded his post by taking a swipe at critics:
“I will never stop working hard, moving from strength to strength… If you continue attacking me, at least do it with facts.”
No official government statement has been issued to either confirm or deny the authenticity of the leaked contract or explain why such a substantial deal was allegedly entered into without a competitive bidding process.
