The President of Zimbabwe has declared an unwavering commitment to forging a nation liberated from the scourge of GBV. The Head of State proclaimed that his administration is resolutely building a society where every citizen can exist with dignity, free from the shadows of fear and harm.
The landmark speech was delivered at the unveiling of the High-Level Political Compact on Ending Gender-Based Violence and Harmful Practices, an event which also signalled the start of the global 16 Days of Activism Against Gender-Based Violence. This year’s focus, “Unite to End Digital Violence Against All Women and Girls,” was described by the President as a poignant and timely call to action.
He stated, “Let us build on the progress we have made, honour the commitments we have pledged and remain steadfast in our shared vision for a united, harmonious, peaceful and equitable Zimbabwe.”
He added with determination,
“Under the Second Republic, we are creating a society where all the people of our motherland, Zimbabwe, can live in peace and with dignity, while being free from fear and harm. There is no turning back on this journey.”

President Mnangagwa Vows To Continue With Crackdown Against GBV
The launch of the High-Level Political Compact was highlighted as a cornerstone of the government’s strategy, demonstrating a pledge for a unified, all-of-society offensive against GBV. The President emphasised that this coordinated approach is critical to tackling the complex issue.
“The launch of the High-Level Political Compact on Ending Gender-Based Violence and Harmful Practices signalled my Government’s recognition of the importance of a coordinated approach in addressing gender-based violence,” said the President. “We are determined to realise an environment that is just and free of gender-based violence in our country, where every woman, man, girl or boy can enjoy fulfilling lives without fear of violence.”
To this end, he detailed the establishment of robust legal and policy frameworks designed specifically to prevent and deter such violence, ensuring these initiatives are fully aligned with the nation’s broader development ambitions for the year 2030.
New Strategies and Emerging Threats
Beyond the new compact, the government is rolling out a multi-pronged attack. The President pointed to the National Gender-Based Violence Response and Prevention Strategy, which fosters a collaborative method for providing support services to victims. Furthermore, a soon-to-be-operational Women in Leadership and Decision-Making Strategy aims to shatter ceilings and prevent violence in the political arena.

However, the fight is evolving. The President issued a stark warning about new drivers of violence, stating,
“While overall progress made to date is commendable, more work still needs to be done, more so given the ever-shifting causes and drivers of the scourge such as drug and substance abuse.”
In his concluding remarks, he invoked the national development philosophy, ‘Nyika inovakwa, inotongwa, inonamatirwa nevene vayo’ (A country is built, governed, and prayed for by its owners), calling upon every citizen to play their part. He urged for continued honest dialogue and decisive action, not only during the 16 days of activism but far beyond, to secure a safer future for all.
