The City of Harare has declared a major offensive against heavy-duty trucks occupying its suburban streets. A new enforcement blitz is now in effect, with authorities moving to directly impound and ticket vehicles parked illegally in residential areas.

This dramatic escalation was announced officially on Tuesday, 30 December 2025.

“Tickets Issued And Impoundment Threat”

The municipal government used its official Facebook page to launch the public warning. The post confirmed that the operation was already active and outlined the immediate consequences for non-compliance.

The City of Harare stated:

“The City of Harare is issuing tickets for illegally parked heavy duty trucks and the exercise will continue until there is total compliance. If the trucks are not removed even after paying the fines, they will be impounded.”

This establishes a two-stage penalty system where payment of a fine does not resolve the issue if the truck remains parked in the prohibited area.

“Service Delivery Vehicles Blocked”

The council’s post cited significant disruption to normal neighbourhood life and essential services as the core reason for the sudden crackdown. The problem is described as a severe and growing obstruction.

According to the City of Harare, the situation has reached a critical point.

“In some areas even service delivery vehicles are being blocked.”

This assertion suggests that refuse collectors, emergency medical services, and fire responders could face access issues due to the parked trucks, raising the stakes of the enforcement action.

The announcement frames the parking of commercial trucks in suburbs as an illegal act that the municipality will no longer tolerate. Truck owners and operators have been put on immediate notice to find alternative, lawful parking or face escalating financial penalties and the significant operational disruption of having their vehicle seized.
