Government Explains Why Zimbabwe Turned Down US$367 Million In US Health Aid
The Zimbabwean government has defended its decision to reject a US$367 million health funding package from the United States (about R6.24 billion), saying it chose to protect citizens after objecting to conditions attached to the proposed assistance.
Information Minister Dr Zhemu Soda told Parliament that Zimbabwe declined the offer because some of the requirements raised concerns over the collection of biological samples and personal biological data.
Government Details Why US$367 Million Aid Was Rejected
Responding to questions from Mbizo MP Corban Madzivanyika and Chiredzi Central MP Blessing Makumire, Dr Soda explained why the government did not accept the funding despite ongoing challenges in Zimbabwe’s health sector.
Madzivanyika asked:
“The Government of Zimbabwe rejected US$367 million from the American Government. I am saying, why did we reject those funds when we are still struggling on issues to do with health?”
Dr Soda replied that the funding came with conditions the government found unacceptable.
“There were some conditions attached to the offer which we did not like. One of the conditions was that we were supposed to provide biological samples for research that was supposed to be undertaken in America as a condition for the money that was supposed to be given to us.”
He added:
“We were also supposed to provide biological data on some people here in Zimbabwe that they needed, again as a condition for the money that was supposed to be given to Zimbabwe.”
Minister Says Government Prioritised Citizens’ Safety
Dr Soda told Parliament that Zimbabwe was also informed vaccines developed from the research would not be shared with the government.
“They were going to produce some vaccines for different diseases and ailments, and the vaccines were not going to be shared with the Government of Zimbabwe.”
He said this influenced the government’s decision.
“As the government, we felt we could not put the lives of our people at risk because we did not know the intention. As much as we required the money, we could not do that at the expense of the citizens of Zimbabwe.”
The minister added that Zimbabwe remained open to future discussions if the conditions were removed.
“If we are to resume the discussions, these conditions must be removed first.”
Parliament Debates Zimbabwe’s Health Funding
The exchange took place in Parliament on 29 July 2026, as legislators questioned the government’s handling of health funding while the country continues to face pressure in the public health sector.
According to The Herald, Dr Soda maintained that the government believed rejecting the package was in the country’s best interests because of the conditions attached to it.
The issue is likely to remain a subject of debate as lawmakers continue scrutinising funding for Zimbabwe’s healthcare system.
