E-Hailing Services Get Five-Month Moratorium As Government Prepares New Rules
Zimbabwe’s e-hailing industry has been given a five-month moratorium as the Government works on a new regulatory framework for ride-hailing companies and drivers.
The move is aimed at bringing greater order to an industry that has expanded rapidly while continuing to provide affordable transport and employment opportunities.
Platforms such as Bolt and inDrive have become increasingly popular among passengers seeking convenient and cheaper transport options.

Industry Given Five Months
According to Nick Mangwana, during the five-month period, e-hailing operators will be expected to take steps towards improving safety within the industry.
Drivers and companies will have to begin developing their own safety measures while the Government works on permanent regulations.
The moratorium provides authorities with time to assess the industry’s current challenges and determine how best to regulate its operations.
Tax Registration Required
E-hailing businesses will also be required to register with the Zimbabwe Revenue Authority (ZIMRA) for tax purposes.
The requirement forms part of efforts to ensure operators within the growing sector comply with the country’s tax obligations.
The Government’s recognition of the industry also reflects its contribution to the transport sector and job creation, particularly among young people.
New Regulations On The Way
Once the five-month moratorium expires, the Ministry of Transport and Infrastructure Development is expected to introduce a permanent regulatory framework.
The new rules will be developed with international best practices in mind.
Government wants the framework to address existing challenges without undermining the benefits brought by e-hailing platforms.
