Government Holds High-Level Meeting On Intersex Rights After Court Challenge
The Government has begun examining possible legal and policy changes affecting intersex persons after convening a high-level meeting in Harare to discuss gaps in Zimbabwe’s laws and public services. The discussions follow a court challenge on intersex rights and are expected to inform recommendations that could eventually be presented to Cabinet.
The breakfast meeting, held on Thursday, 6 August 2026, brought together Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi, Public Service, Labour and Social Welfare Minister Edgar Moyo and Health and Child Care Minister Dr Douglas Mombeshora, along with experts and stakeholders.
Government Reviews Intersex Rights Following Court Challenge
Justice Minister Ziyambi said the process began after the Government received a court challenge relating to intersex rights.
“Basically what we have done is we have received a court challenge regarding this issue (intersex) and we referred it to the Attorney General. After that we decided as a Ministry that we need to undertake research.”
He said research was carried out through the Law Development Commission with support from the United Nations Development Programme (UNDP). The meeting was organised to gather expert opinions and lived experiences before any recommendations are made.
“The research and this meeting are part of work in progress… we believe that out of the meeting, we will be able to come up with concrete measures.”
Ministers Highlight Documentation And Service Challenges
Minister Edgar Moyo said existing laws do not adequately address the needs of intersex persons.
“There is real gap in our statutes to address those issues. Because we are basically classified as male and female and then there are people falling in between.”
Officials discussed challenges affecting access to birth certificates, national identity documents, education, healthcare, banking, employment and voting where documentation does not reflect an individual’s biological characteristics. They also noted that stigma and cultural misconceptions have contributed to many families keeping intersex issues private.
Government To Prepare Cabinet Recommendations
The Ministry said the next stage will involve validating research findings before drafting legal and policy recommendations for Cabinet consideration. Officials also pledged continued engagement with intersex persons and civil society organisations to ensure future proposals are informed by expert advice and lived experiences.
The meeting forms part of an ongoing Government process, with officials saying further consultations will take place before any policy decisions are made.
