Over 300 Illegal Structures Flattened In Whitecliff — Here’s What Happened

Authorities demolished more than 300 illegal structures in Whitecliff’s commercial area on Thursday. The operation targeted land along Bulawayo Road and Ordlands Road.

The Messenger of Court carried out the demolitions after a Harare magistrate issued an eviction order. Although the court granted the order earlier, officials had not enforced it since January 2025.

Magistrate Talent Mutasa approved the eviction after Eddie Pfugaris Properties filed an application. The company sought the removal of Rodgewene Mubaiwa and five other occupants.

The other respondents are Alois Mafadzakupa, Tinashe Chatambudza, Brian Hera, Never Machando, Saymore Xhabela and Estrodge Mubaiwa.

Property Owner Defends Action

Through their lawyers, Nyikadzino Masango and Associates, Eddie Pfugaris Properties maintained ownership of stand number 10139 in Whitecliff.

The company stated that the group occupied the land in 2020. Initially, the Ministry of Transport granted permission for the occupation. However, the ministry later withdrew that approval through a letter dated 8 November 2024.

Meanwhile, Eddie Pfugaris Properties general manager Percy Chitima accused the group of unlawful construction.

He said Mubaiwa and his associates erected the structures overnight in 2020.

Furthermore, Chitima confirmed that the Messenger of Court executed the eviction order on Thursday.
