Two VID Clerks Face Fraud Charges Over Driver’s Licence Issued To Failed Road Test Candidate
Two Vehicle Inspectorate Department (VID) employees have been taken to court after they helped a woman secure a driver’s licence despite her failing the required road test.
Tinotenda Maningi and Chrison Chipanda, who work as data capture clerks, are accused of abusing their access to the VID system to create the impression that Nadia Samson had completed and passed the necessary assessments.
They appeared before Harare Magistrates’ Court and were placed on remand. Their bail ruling is expected on August 4.
US$200 Payment Arrangement
The State alleges that Samson turned to Maningi after failing her road test on June 21.
Court papers state that Samson allegedly approached her friend Anotida Gwenyere, who linked her with Maningi after claiming he could help her obtain a licence outside the normal process.
Maningi allegedly quoted US$250 for the service before the amount was reduced to US$200.
Prosecutors allege that Samson later provided her personal information, which was used to begin the process of obtaining the licence.
Officials Accused Of Creating False Records
According to the State, Chipanda later processed documentation for Samson despite key requirements not being met.
The prosecution alleges that no road test booking fee was paid and that the required vehicle details were not submitted before the application was processed.
Investigators further claim that the VID electronic system was manipulated through entries made under profiles linked to other officials.
The alleged changes created a record showing Samson had completed and passed the road test, allowing a certificate of competence to be produced.
Licence Handed Over After Alleged Irregular Processing
The State alleges that the fraudulent entries eventually led to the production of a driver’s licence.
Maningi is accused of facilitating the collection of the licence from a Central Vehicle Registry employee before it was handed to Samson on July 25.
Prosecutors allege Samson paid US$200 for the service.
Authorities Say VID Integrity Was Affected
The Ministry of Transport and Infrastructural Development, represented by VID Eastlea depot manager Onisimo Bumhira, is the complainant in the matter.
The State alleges that the actions of the two officials compromised the credibility of the VID licensing system.
