Traffic Cameras, E-Tickets Set for Rollout as Government Tightens Road Enforcement
Government is set to tighten road traffic enforcement with the imminent rollout of surveillance cameras and electronic ticketing.
This comes as authorities move closer to activating the Electronic Traffic Management System (ETMS) in major cities.

Minister Confirms Readiness for Phase One
Providing an update on the project on Saturday, Minister of Home Affairs and Cultural Heritage, Honourable Kazembe Kazembe, said foundational work has largely been completed, allowing the programme to move into implementation.
“Infrastructure deployment, including the installation of surveillance cameras, is now underway,” said Honourable Kazembe, adding that TelOne has already placed orders for the required hardware while its local software team develops the management platform.
Cameras and E-Ticketing Expected Soon
The minister said Phase One of the project is expected to be rolled out within the current quarter, with visible changes anticipated in urban centres within the coming months.
“This is work in progress and we are moving towards Phase One deployment within this quarter. By May or June, citizens should begin to see traffic cameras in cities and the first wave of electronic ticketing becoming operational,” he said.
The system will rely on surveillance cameras and automated ticketing to detect and penalise traffic violations in real time.
Transport Operators Welcome Move
Public transport associations have welcomed the initiative, describing it as a progressive step towards restoring order and accountability on the roads.
Secretary General of the Greater Harare Association of Commuter Omnibus Operators, Ngoni Katsvairo, said poor compliance by both public transport and private motorists had worsened road safety.
“If implemented effectively, this system will bring discipline and accountability, which are critical in reducing road accidents,” he said.
Pilot Phase Exposed Widespread Violations
Authorities say the need for stricter enforcement was highlighted during a pilot phase conducted last year, during which more than 1,000 drivers in Harare and Bulawayo were flagged for traffic light violations.
Officials believe the full rollout of the ETMS will significantly strengthen enforcement and improve road safety nationwide.
