Dilesh Nguwaya Lands Powerful New Advisory Role As Mnangagwa Makes Fresh Appointment

Geo Pomona Waste Management chief executive and executive chairman Dilesh Nguwaya has landed a powerful new advisory role after President Emmerson Mnangagwa appointed him as Special Advisor on Waste Management and Environmental Sustainability. The appointment, announced on 15 July 2026, takes immediate effect and places Nguwaya at the centre of government efforts to strengthen waste management and environmental sustainability across Zimbabwe.

Mnangagwa Makes Fresh Appointment As Waste Challenges Grow

According to the Office of the President and Cabinet, Chief Secretary Martin Rushwaya said the appointment comes at a time when waste management has become an increasingly important national issue due to rapid urbanisation, population growth and environmental pressures.

Introducing the appointment, Rushwaya said the Presidency required direct access to specialist knowledge in the sector.

“Waste management has become a critical national priority due to rapid urbanisation, population growth, and increasing environmental challenges.”

He added that poor waste disposal continued to have wide-ranging consequences.

“Inefficient waste disposal contributes to pollution, public health risks, environmental degradation and missed economic opportunities.”

Rushwaya said Nguwaya’s new role would involve providing strategic advice on national waste management policies, environmental sustainability initiatives, recycling, investment in green industries, circular economy programmes and public-private partnerships.

Geo Pomona Experience Cited In New Presidential Role

The recommendation highlighted Nguwaya’s leadership at Geo Pomona Waste Management, which was established in April 2022 under a public-private partnership to rehabilitate the Pomona dumpsite.

According to Rushwaya, the company has expanded door-to-door refuse collection services, introduced waste segregation and recycling initiatives, and increased the placement of skip bins throughout Harare’s central business district.

He said the projects had produced measurable benefits.

“The initiatives have collectively improved waste collection efficiency, reduced environmental pollution, enhanced public health, increased recycling rates, and stimulated green economic growth.”

Rushwaya also noted that Nguwaya had led regional benchmarking delegations and waste management expansion engagements involving countries including Madagascar and Belarus.

Government Outlines Expectations For Advisory Position

The Chief Secretary said Nguwaya’s experience made him well suited to advise the Presidency on long-term environmental strategies.

Concluding the recommendation, Rushwaya said:

“Dr Dilesh Nguwaya’s proven leadership, expertise, and achievements in waste management and environmental sustainability make him exceptionally qualified to serve as Special Advisor to His Excellency the President.”

The appointment took effect immediately on 15 July 2026 as government moves to strengthen policies aimed at improving waste management and environmental sustainability nationwide.
