ZIMSEC Exam Fee Subsidies: Government Explains Who Will Still Get Help Paying In 2027 And 2028
Parents in Zimbabwe will see changes to Government assistance with ZIMSEC examination fees over the next two years. While some pupils will continue receiving help in 2027, others will have to make their own arrangements to pay for examinations. From 2028, Government assistance will be reserved for deserving children benefiting from the Basic Education Assistance Module (BEAM).
Presidential spokesperson Nick Mangwana explained the changes on Wednesday, November 4, 2026, following a Cabinet decision to review the examination fee subsidy.
How The ZIMSEC Exam Fee Subsidy Works
The Government introduced the subsidy in 2020 to help parents meet the cost of national examinations during the COVID-19 pandemic.
Under the arrangement, the Government paid part of the examination fees while parents covered the remaining amount. The Government initially contributed 53%, later increasing its share to 55%.
However, the subsidy was available to pupils regardless of whether their families could afford to pay.
Mangwana explained that the Government now wants to concentrate its assistance on children from families who genuinely struggle to pay examination fees.
Who Will Get ZIMSEC Exam Fee Subsidies In 2027?
In 2027, the Government will continue paying part of the examination fees for pupils in the following categories:
- Primary school pupils in rural P3 schools.
- Secondary school pupils in rural S3 schools.
- Pupils attending satellite schools.
- Children receiving assistance through BEAM.
Parents whose children do not fall into these categories should prepare to pay their examination fees without this Government assistance.
What Happens To ZIMSEC Exam Fee Subsidies In 2028?
From 2028, the Government will only continue assisting deserving BEAM beneficiaries.
This means pupils in rural P3 and S3 schools and satellite schools will no longer automatically qualify for the subsidy simply because of the type or location of their school.
Finance Minister Professor Mthuli Ncube explained on Tuesday, November 3, 2026, that the subsidy was introduced as COVID-19 relief and is now being changed following the end of the pandemic.
The Government plans to use an audit to identify deserving beneficiaries and ensure assistance reaches children who need it most.
For parents, the important dates are 2027 and 2028. The subsidy will continue for selected pupils next year, but the eligibility rules will become much stricter the following year.
