in a significant compliance initiative, the Zimbabwe Revenue Authority (ZIMRA) has launched a special 39-day regularization window for improperly cleared vehicles, offering penalty waivers for voluntary disclosures.
The window was announced today by the financial organisation. This waiver extends to all vehicle owners with improperly declared.

The tax authority has announced that this temporary measure will be in effect from June 23 to July 31, 2025, covering various categories of irregular vehicle imports. During this period, individuals and organisations can regularise their vehicle documentation without facing standard penalties.
ZIMRA’s notice specifically targets private vehicle owners with improper clearance, businesses with undervalued imports, holders of expired Temporary Import Permits (TIPs), those who used fraudulent rebate claims and owners of smuggled vehicles.
These groups of people are urged to visit ZIMRA offices and declare their vehicles by July 31, 2025.
Financial Implications Of Not Declaring Your Vehicles
While the program waives administrative penalties and fines, applicants must still settle full outstanding customs duties, any additional assessed duties and accrued interest on unpaid amounts.

“This moratorium presents a unique opportunity for non-compliant importers to regularize their status without punitive measures,” stated ZIMRA in their official release.
Post-Deadline Consequences
The revenue authority emphasised strict enforcement after the 31 July cutoff. Vehicles discovered with improper clearance thereafter will face immediate seizure, full penalties under the Customs and Excise Act and possible legal prosecution.

This initiative forms part of ZIMRA’s comprehensive strategy to recover lost government revenue and combat vehicle smuggling networks.
