UNESCO Harare Seeks Associate National Finance & Budget Officer

UNESCO is inviting qualified and committed Zimbabwean nationals to apply for the post of Associate National Finance and Budget Officer (Post Number: 6ZWADM1000RP) based in Harare. This is a Fixed-Term Field position at Grade NO-B, open to both internal and external candidates, with an initial duration of two years, renewable. Position Overview

Under the authority of the Director of the Harare Regional Office and the direct supervision of the Senior Operations Officer, the incumbent will provide key financial and budgetary management support to the Harare Office and its satellite antenna offices. The role also includes delegated financial certification authority from UNESCO’s Chief Finance Officer and policy oversight from the Organization’s Corporate Services and Programme Sector ADGs.

In the absence of the Senior Operations Officer, the Associate Officer will be expected to maintain the continuity of daily financial operations.

Key Duties and Responsibilities

The successful candidate will support budget planning, budget monitoring, and financial management. This includes assisting with the preparation of budgets and cost estimates, ensuring accurate and timely financial transactions, overseeing donor agreement compliance, and reviewing financial data for correctness and compliance with UNESCO’s financial standards and IPSAS. The role also involves cash flow analysis, financial reporting, internal controls, asset monitoring, donor financial reporting, and support during project closures.

Additionally, the Associate Officer will contribute to capacity building efforts by providing guidance and training to staff on financial regulations, budget management systems, and organizational procedures, fostering a culture of compliance and continuous improvement across the Regional Office and its antennas.

Required Qualifications

  • Education:

    • Advanced university degree (Master’s or equivalent) in Finance or Accounting, or

    • Professionally recognized accountancy qualification equivalent to a Master’s degree, or

    • A Bachelor’s degree in Finance or Accounting plus two additional years of relevant professional experience.

  • Experience:

    • A minimum of two years of relevant professional experience in finance, accounting, administration, or a related field.

    • Proven experience in analyzing financial data, overseeing budget execution, and managing internal control systems.

  • Skills and Competencies:

    • Excellent analytical and organizational skills.

    • Experience in leading administrative and finance teams.

    • Strong understanding of ERP systems and financial software tools.

    • Ability to communicate effectively in a multicultural setting.

    • Strong sense of initiative, accountability, and teamwork.

  • Languages:

    • Excellent written and spoken English is required.

Desirable Qualifications

  • Experience in international or United Nations agencies is a distinct advantage.

  • Knowledge of additional UNESCO official languages (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Compensation and Benefits

The approximate annual starting salary for this role is USD 49,862, with additional benefits including 30 days of annual leave, family allowances, medical insurance, and pension coverage, subject to eligibility.
