Zimbabwe Launches IECMS to Digitise Magistrates’ Courts in Two Provinces

Zimbabwe is taking another significant step toward modernising its justice delivery system, with the launch of the Integrated Electronic Case Management System (IECMS) in Magistrates’ Courts.

The IECMS will be rolled out across Mashonaland Central and Matabeleland North provinces starting Tuesday.

This latest phase will extend digital case management tools that have already been adopted in higher courts, paving the way for more efficient and transparent legal processes.

Digital Platform to Replace Paper-Based Processes

The IECMS is a web-based solution designed to digitise every stage of a court case, from initial filing to final resolution. It replaces traditional paper records and manual workflows with a streamlined electronic system.

Through the platform, litigants and lawyers can submit documents online, monitor case updates in real time, make payments electronically, and attend virtual hearings via video conferencing.

Successful Implementation in Superior Courts

Judicial Service Commission (JSC) spokesperson Daniel Nemukuyu confirmed to The SundayMail, that the system had already been deployed across all superior courts and was now ready for use in lower courts.

The IECMS has been implemented at all superior courts and the Judicial Service Commission is working towards implementing the system at the lower courts. The implementation will be done province by province, starting with Mashonaland Central and Matabeleland North on July 1, 2025,” he said.

Preparations at an Advanced Stage

Nemukuyu explained that preparations for the rollout in the two provinces are nearing completion.

Awareness on the introduction of the system is being carried out to inform the citizens of Zimbabwe on the introduction of the IECMS at the Magistrates’ Courts and what they need to be able to file their cases once the system is launched.”

He noted that internet upgrades, procurement of equipment, and training have all been finalised.

The JSC has procured all the high-tech equipment required to implement IECMS in the two provinces. Laptops and desktops have been distributed to magistrates and court staff in preparation for the launch. Internet connections have been installed at the stations, while training of court staff and external stakeholders like prosecutors and police officers on how to use the IECMS has been done.”
