Harare Set To Start Charging 24-Hour Parking Fees In The CBD

Harare Set To Start Charging 24-Hour Parking Fees In The CBD

Authorities in Harare are set to start charging 24-hour long parking fees in the Central Business District.

City authorities are conducting preliminary assessments on implementing round-the-clock parking fees in Harare’s Central Business District (CBD), potentially extending payment requirements beyond the current 8 am-4pm window.

Current System vs Proposed Parking Changes

Under existing regulations, motorists only pay for parking during daylight hours. The new proposal would introduce charges for an additional 16 hours, creating a continuous 24-hour payment system.

This initiative aims to address growing concerns about nighttime traffic congestion and improve municipal service coverage. The new system is expected to generate a significant amount of revenue for the City and also alleviate nighttime traffic congestion.

Why Harare Will Charge 24-Hour Parking Fees

Municipal sources reveal that the plan serves dual purposes, generating additional revenue for city operations and maintaining a consistent municipal presence throughout nighttime hours.

“The CBD remains active after business hours with entertainment and commercial activities,” explained an anonymous official. “We believe our services should reflect this around-the-clock reality.”

International Precedents For Overnight Parking Fees

If implemented, Harare would join several global cities with extended parking regulations, such as Victoria, Canada, which has 24/7 paid parking in some facilities, Cocoa Beach, USA, with paid parking from 7 am to 9 pm and overnight bans, and Paris, France, which has street parking fees from 9 am to 8 pm.

Official Response and Timeline

Harare City spokesperson Stanley Gama couldn’t be reached for comment. Insiders emphasise that discussions remain in early stages, with no immediate changes expected.

“This requires careful planning and public engagement,” the source noted. “Any implementation would follow thorough evaluation and proper communication channels.”

The proposal comes as Harare seeks modern solutions for urban management while balancing revenue generation with public convenience in Zimbabwe’s bustling capital.
