President Emmerson Mnangagwa has spoken out about how co-option into ZANU PF structures should be handled, just days after controversial businessman Kudakwashe Tagwirei was thrown out of a Central Committee meeting.
Speaking at the ZANU PF Women’s League National Assembly, Mnangagwa reminded party members that co-option is allowed, but it must follow proper channels. He praised the Women’s League for following the correct steps when adding new members and stressed that all co-optees must be approved by senior leadership.
Mnangagwa Speaks on Co-Option Rules Amid Tagwirei Controversy
Mnangagwa explained that vacancies within party structures can be filled through co-option, but the national leadership must first approve the new members.
“I want to congratulate all structures of the Women’s League who successfully held co-options since your last national assembly meeting. Kana panenge paita mavende mumusangano kubva kunational, kuma provinces, nekuma districts zvichienda pasi munoita ma co-option enyu. Asi ma co-options amunenge maita munonyora kumusoro ku national [kuti] taita ma co-option kuti vaongorere kuti maita nemazvo here,” Mnangagwa said.

Tagwirei Ejected from Meeting After Premature Entry Attempt
Mnangagwa’s comments come after Tagwirei accepted a recommendation from Harare Province to be co-opted into the ZANU PF Central Committee. However, when he showed up at the July 3 meeting, he was booted out—reportedly on the instructions of Vice President Constantino Chiwenga.
The party later clarified the situation. According to ZANU PF officials, Tagwirei’s appointment had only been recommended but not yet ratified by the Central Committee, which is a necessary final step before any new member is officially admitted.
Reports said the July 3 meeting didn’t even have co-option on the agenda, meaning Tagwirei will have to wait until the next Central Committee session in three months.
ZANU PF spokesperson Christopher Mutsvangwa also weighed in, saying the businessman’s removal was in line with party rules. He pointed out that all co-optees must be vetted and approved by top leadership before anyone can officially take a seat in the Central Committee.
Mutsvangwa suggested Tagwirei had jumped the gun, possibly due to bad advice or personal ambition. He said:
“Whether it was for lack of proper advice from the Harare provincial leadership or personal ambition, he (Tagwirei) assumed it would be a headlong stampede. It was procedurally wrong, and the constitution had to be read out to him that ‘you are not yet a member, and that you are coming into an institution with principles and guidelines.”
