Cyril Ramaphosa Appoints Gwede Mantashe As Acting Police Minister
President Cyril Ramaphosa has named Mineral and Petroleum Resources Minister Gwede Mantashe as the acting Police Minister after Senzo Mchunu was placed on special leave. This follows serious allegations of political interference and corruption involving Mchunu and the police service.

In a brief statement released on Tuesday night, 15 July 2025, the Presidency confirmed that Mantashe will temporarily take charge of the police ministry. He will hold this additional role until Professor Firoz Cachalia officially steps in at the start of August. Cachalia is expected to retire from his academic post at the University of the Witwatersrand at the end of July before joining Cabinet.
Ramaphosa first addressed the police ministry shake-up in a late-night national address on Sunday, where he revealed Cachalia’s upcoming appointment. Under section 91(3)(c) of the Constitution, the president is allowed to appoint up to two ministers who are not members of Parliament.

Legal Basis for Appointments Explained
In the meantime, Mantashe’s temporary role is covered by section 98 of the Constitution, which allows the president to assign duties to a sitting minister when another is unable to perform their duties.
While Mantashe will be responsible for the police ministry during this transitional period, he will also continue his day-to-day duties as Minister of Mineral and Petroleum Resources.
