Mnangagwa Orders Release of Uchena Inquiry Report — What It Reveals

Emmerson Mnangagwa has ordered the release of a key land inquiry report. The report covers the sale of State land in urban areas since 2005. Authorities issued this directive through General Notice 608 of 2026.

Martin Rushwaya published the notice in the Government Gazette. “It is hereby notified that His Excellency, the President, in terms of section 62 of the Constitution, has directed the publication of the report of the Commission of Inquiry into the Matter of Sale of State land in and around Urban Areas since 2025,” reads the notice.

Background to the Commission

The government established the Commission in 2018 to address land irregularities. Tendai Uchena chaired the Commission. Authorities created it after illegal settlements spread across many urban areas. Land barons had unlawfully sold State land in several cases.

Statutory Instrument 11 of 2018 formally set up the Commission. This instrument amended Statutory Instrument 102 of 2017. The earlier law had already initiated investigations into land sales since 2005.

Scope and Responsibilities

The Commission identified State land allocated for urban development since 2005. It also examined land ownership, occupation, and development status. Furthermore, it investigated how occupants acquired or received land allocations. The team identified individuals involved in land allocation and usage.

Additionally, it conducted site visits and summoned witnesses where needed. It recorded testimonies and carefully analysed all gathered evidence. Finally, the Commission compiled findings and submitted recommendations to the President.
