Pay Your Rates In US Dollars, Get Exclusive Discounts: Harare Mayor Urges Residents

Harare’s residents are being called upon to dig into their US dollar savings to settle their bills. Mayor Jacob Mafume has announced an urgent push for ratepayers to use foreign currency, promising them exclusive discounts beyond a general amnesty. The plea was made on Wednesday, 14 January 2026, as the council revealed it is paralysed by a debt burden of ZWG 8.4 billion (the statement’s value is in Zimbabwe Gold, ZiG).

With the city’s service delivery performance languishing at an average of 52%, the mayor stated that radical action on revenue collection is the only path to improvement. He directly linked the new incentives to the recently launched national Minimum Service Delivery Standards.

Forex Payers To Get “Additional Benefits”

A city-wide discount of up to 20% is available for all accounts settled between 19 January and 15 February 2026. However, the council’s most enticing offer is reserved specifically for those who can pay in American dollars or other foreign currencies. While the precise details of the extra perks remain undisclosed, the mayor’s language was unambiguous in prioritising hard currency.

Mayor Mafume stated:

“Residents who pay their debts in foreign currency will enjoy additional benefits. I encourage all our rate payers including those in the diaspora to settle their bills in foreign currency to enjoy these additional discount benefits.”

This creates a two-tier system where those paying in the local ZiG currency will receive the standard discount, but those with US dollars will qualify for more.

A Stern Warning Amid The Incentives

The council’s offer of discounts comes with a sharp edge for those who ignore it. The statement carried a clear threat to leaseholders in arrears, both residential and commercial. It warned that the city “will not hesitate to enforce the agreements including effecting evictions for non-compliant tenants.”

In a simultaneous move, the council declared a temporary amnesty for property developers. Those with unapproved building plans have the same window, until 15 February, to submit plans and pay the standard fees without any penalty.

The mayor framed the dual strategy of incentives and enforcement as essential for the city’s survival. He concluded:

“Going forward, I encourage all residents and stakeholders alike to continuously engage and join hands with Council in shaping the Harare we all desire.”

The success of this direct appeal for US dollars will now be tested in Harare’s households and businesses.
