Government Approves Land Purchase Incentives Framework For War Veterans, Ex-Detainees, Restrictees And Non-Combatant Cadres

Zimbabwe’s government has approved a sweeping land purchase incentives framework targeting war veterans, ex-detainees, restricttees and non-combatant cadres, introducing heavily discounted land prices and additional concessions across multiple regions.

The announcement, dated 20 April 2026 and confirmed on 21 April 2026, outlines a structured pricing model and discounts aimed at improving access to land while recognising contributions made during the liberation struggle.

“The Land Tenure Implementation Committee announces the approval… of a comprehensive framework of land purchase incentives designed to advance land tenure security, agricultural productivity, and equitable access to productive resources.”

War Veterans Offered Heavily Discounted Land

War veterans are set to benefit from some of the lowest land prices under the new framework, with rates varying by region and land productivity.

The pricing starts as high as US$10.00 (±R185.00) per hectare in Region 1 and drops significantly to US$1.17 (±R21.65) per hectare in Region 5. Allocations range from up to 6 hectares to as much as 70 hectares, depending on the region.

“War Veterans shall benefit from concessionary pricing structured across five agro-ecological regions, reflecting land productivity and agricultural potential.”

An additional layer of relief has also been introduced.

“Additional Discount: 85% overall discount applied after the concessionary rate.”

This means the already reduced prices will be cut even further for qualifying beneficiaries.

Discounts Extended To Other Liberation Groups

The framework also extends benefits to other groups linked to the liberation struggle.

Ex-detainees, restricttees and non-combatant cadres will receive a 30% discount on land purchases.

“Ex-detainees, restricttees, and non-combatant cadres shall be eligible for a 30% discount on land purchases, in consideration of the sacrifices they made for the country during the liberation struggle.”

Collaborators are also included, though at a lower rate.

“Collaborators shall be eligible for a 15% discount on land purchases in recognition of their contribution to the national cause during the liberation struggle.”

Civil Servants Also Included In New Measures

Serving and retired civil servants have not been left out, with the framework acknowledging the long-term economic challenges they have faced.

Discounts will be applied based on years of service, starting at 5% for those with over five years and rising to 30% for those with more than 40 years.

“In consideration of the impact of hyperinflation since 2000… both serving and retired civil servants shall qualify for tiered discounts based on cumulative years of service.”

Authorities say the move is meant to support asset ownership and economic stability among public servants.

The implementation guidelines urge beneficiaries to engage relevant government offices and ensure proper documentation before applying.

“All eligible beneficiaries are strongly advised to… engage the relevant offices within the Ministry of Lands and Rural Development for guidance on application procedures.”
