Smart Traffic Management System Set for June Completion

Zimbabwe’s ambitious Smart Traffic Management System is on track for completion this month, with authorities reporting significant progress in the installation of surveillance infrastructure and traffic enforcement technology across the country.

The project, being implemented by TelOne in partnership with the Zimbabwe Republic Police (ZRP) and other stakeholders, is expected to transform road traffic management through the use of automated monitoring and digital enforcement systems.

Camera Installation Reaches Advanced Stage

TelOne says most of the surveillance and traffic violation detection cameras are expected to be operational by the third week of June as work enters its final stretch.

Providing an update on the project, TelOne Technical Director Mr Initial Mlambo said major components were being put in place ahead of the planned completion date.

We intend to have the required cameras for the project in place by mid-June, with the bulk of installations expected to be completed by the third week of the month. The whole project should be completed this month, which means everything required should be ready,” said Mlambo.

Hundreds of Intersections to Be Monitored

The ZRP said the system will eventually cover 326 strategic intersections nationwide through a phased rollout.

According to ZRP Commissioner Evelyn Taurai Phillip, the first phase focuses on 20 intersections in Harare, followed by an additional 30 sites in the capital.

Subsequent phases will expand the network to Bulawayo, Gweru, Mutare and Masvingo before extending coverage to more than 220 additional locations in Harare and Bulawayo.

Authorities believe the expanded surveillance network will improve compliance with traffic regulations while strengthening road safety.

Government Databases Being Linked

A key feature of the project is the integration of the Electronic Traffic Ticketing Management System with several Government databases.

Commissioner Phillip said the platform is being linked to systems managed by Zinara, the Central Vehicle Registry, police records, national identity databases and electronic payment gateways.

We are integrating the system with existing Government platforms, including the Zimbabwe National Road Administration (Zinara), the Central Vehicle Registry (CVR), vehicle registration databases, the police case management system, the national identity database and payment gateway systems,” she said.

She added that procurement of major equipment for the first phase had already been completed.

Local Manufacturing Supports Rollout

Part of the infrastructure required for the project has been produced locally, with smart poles for traffic cameras fabricated at TelOne’s workshop in Msasa.

Several intersections in Harare have already been fitted with the necessary infrastructure, while road rehabilitation and traffic management upgrades continue at other sites.

The City of Harare is also refurbishing traffic lights at intersections covered under the first phase to complement the new technology.

Enforcement System Almost Ready

Commissioner Phillip said testing of the traffic enforcement platform was now nearing completion, with the system reported to be about 95 percent ready.

Solar-powered installations have already been deployed at several intersections to ensure uninterrupted operations, while road marking and junction upgrading works are progressing.

We have made significant milestones so far, and it is encouraging to see the efforts of all stakeholders translating into visible progress on the ground. Their contributions are commendable,” she said.

Once fully operational, the Smart Traffic Management System is expected to improve traffic flow, strengthen law enforcement capabilities and enhance road safety through real-time monitoring and automated detection of traffic offences.
