Zimbabwe Police Bars Officers from Passenger Transport Business Over Misconduct

The Zimbabwe Republic Police (ZRP) has reportedly barred all officers from engaging in the passenger transport business after an internal inquiry revealed widespread misconduct.

The ban comes in response to growing public complaints and evidence of abuse of authority in the transport sector.

Police Officers Ordered to Cease All Transport Operations

According to an internal memo circulated to police units, officers have been ordered to immediately stop any involvement in passenger transport, whether directly or indirectly through proxies, Cite reveals

The directive warned that any officer found defying the ban would face disciplinary measures under the Police Act.

“It is an offence to conduct such business without approval. All officers/members are directed to stop any involvement in the passenger transportation business in whatever manner,” the memo stated.

Investigation Confirms Abuse of Authority

The crackdown follows a formal investigation launched under the Police Trials and Boards of Inquiry Regulations of 1965 and the Police Act [Chapter 11:10].

The inquiry was prompted by public outcry over reports that kombis linked to police officers were not being stopped at roadblocks or subjected to enforcement operations, creating unfair competition.

The inquiry was instituted after a public outcry where there were allegations of gross misconduct against the service. Unfortunately, the inquiry also confirmed gross misconduct within the rank and file of the organisation,” the memo said.

Intelligence Units to Monitor Compliance

Police intelligence units have been instructed to monitor officers’ activities and submit names of those still involved in the transport business. A Board of Inquiry (Suitability) will be convened in cases of non-compliance to consider further disciplinary measures.

Police intelligence is implored to identify such culprits and forward their particulars to their respective Officers Commanding Provinces for action to be taken,” the memo added.

ZRP Pledges to Restore Public Confidence

In the statement, the ZRP emphasised the need to protect the integrity of the police force and rebuild public trust.

We have a duty to protect the good image of the service. Any such measures will be taken from time to time as we strive to maintain a cordial working relationship with the generality of our people,” the statement read
