BAZ Warns Consumers Against Use of Illegal Decoders and Pirated Broadcasting Services

The Broadcasting Authority of Zimbabwe (BAZ) has issued a stern warning against the use of unapproved decoders and illegal broadcasting services.

Consumers have been urged to shun pirated content to protect the integrity and sustainability of Zimbabwe’s broadcasting industry.

In a statement, the regulator said it had noted with serious concern the continued illegal provision of broadcasting services in Zimbabwe, describing the practice as a blatant violation of existing broadcasting laws.

Surge in Unapproved Decoders Raises Alarm

BAZ said it has observed a growing influx and use of unapproved decoders that are being used to provide unlicensed broadcasting services to consumers. Some of these services are reportedly being offered through illegal subscription models that give access to pirated content.

The Authority warned that such activities undermine the lawful operation, integrity and long-term sustainability of Zimbabwe’s broadcasting sector.

Among the decoders commonly associated with illegal broadcasting activities are OVHD, StarSat, DigiSat, Mediastar, Senator and similar devices, which BAZ said are being distributed and used in contravention of the law.

What the Law Says

BAZ reminded the public that Section 7(0) of the Broadcasting Services Act (Chapter 12:06) clearly states that no person may provide a broadcasting service without a licence.

The Authority also cited the Broadcasting Services (Digital Terrestrial Television Broadcasting Services) Regulations, 2020, which require all suppliers of set-top boxes to be registered with BAZ through a mandatory type approval process.

These provisions apply to all individuals and entities involved in the provision, facilitation or distribution of broadcasting services within Zimbabwe,” the Authority said.

Authority Warns of Prosecution

The Broadcasting Authority of Zimbabwe said the distribution, sale and use of decoders that facilitate unlicensed broadcasting services constitute a violation of the law.

It warned that it would not hesitate to invoke relevant legislation to investigate, prosecute and bring to book all offenders involved in illegal broadcasting activities.

Public Urged to Avoid Pirated Content

BAZ urged members of the public to desist from purchasing, installing or subscribing to illegal broadcasting services, saying such actions directly support unlawful conduct and harm the growth and regulation of the broadcasting industry.

The Authority reaffirmed its commitment to maintaining a fair, lawful and well-regulated broadcasting environment that protects consumers, licensed broadcasters and the national interest.
