Government to Review Media License Fees, Including ZBC Car Radio Charges
The government is set to review all media-related license fees — including the widely debated Zimbabwe Broadcasting Corporation (ZBC) car radio licenses.
This is part of broader efforts to promote ease of doing business across sectors.

Muswere Confirms Review in Line with Mnangagwa’s Directive
According to The Herald, Minister of Information, Publicity and Broadcasting Services Dr Jenfan Muswere confirmed the pending review while speaking at the 2025 Annual Media Stakeholders Conference in Harare on Wednesday.
“Yes, the review is coming…,” he said, though he did not give a specific timeframe for when the changes would take effect.
Dr Muswere explained that the initiative follows President Mnangagwa’s directive for a comprehensive review of all levies, licenses, and fees across key sectors such as health, agriculture, broadcasting, transport, telecommunications, and energy, among others.
Calls for Reduction of ZBC Licence Fees
The development comes amid growing calls for the government to reduce the cost of obtaining a ZBC car radio license, which currently stands at US$30 per term. Legislators in Parliament previously argued that the fee was excessive and suggested it be lowered to between US$5 and US$15.
In August this year, Dr Muswere assured Parliament that a downward review of ZBC radio and television licence fees — along with other charges imposed by various ministries and departments — would be implemented within six months.
Consultations Underway; Statutory Instrument to Follow
The Minister revealed that consultations between his ministry and the ZBC are ongoing to finalise the new fee structure and potential exemptions, particularly for senior citizens.
Following the Cabinet decision to reduce government levies, the Ministry of Finance, Economic Development and Investment Promotion is already working on the adjustments.
Once concluded, a Statutory Instrument will be issued to give legal effect to the new licence fees.
Background: Car Radio Licence Now Mandatory
Following amendments to the Broadcasting Services Act, passed by Parliament and signed into law by President Mnangagwa in May this year, motorists are now required to obtain a car radio licence before purchasing vehicle insurance or a vehicle licence.
This new regulatory framework has intensified public debate over the affordability of ZBC licensing fees.
